Are highways a form of urban blight?
My hometown of Buffalo, NY is a test case for restructuring highways that were built as racial barriers
Transportation Secretary Pete Buttigieg never actually said “there are racist roads.” Roads, one hopes, don’t have any kinds of feelings. Mayor Pete did say many urban highways were located where they are for racial reasons, and that seems incontrovertible. This website tracks instances of public works employed (sometimes openly!) to cause segregation.
