As a Raider fan, I scratched my head at the Waller trade at the time, as I too thought he was one of their best players. But it appears that he did not take his rehab particularly seriously last season, and this draft is loaded for bear with tight ends, so trading Waller while his stock is still high is probably the prudent thing for the team.
